Joss Construction delivered the new joint-use Library and Community Facility at Young High School for the NSW Department of Education under a $25.4 million Design and Construct contract, completed across a live operational school environment with zero lost time injuries. Works were staged across three phases, encompassing a new student canteen, ablutions block and staff hub refurbishment, followed by construction of a 2.5-storey library incorporating multimedia and arts learning areas, and a joint-use community facility integrated with landscaping works in the adjoining Carrington Park.

Throughout delivery, Joss identified and implemented a series of value management initiatives that improved both program and quality outcomes. These included adopting a Bondek and post-tensioned slab system to reduce timeline impacts from archaeology delays, undertaking 3D modelling for structural and services coordination to enable efficient prefabrication, and switching from hardwood to prefinished timber products to improve longevity and reduce ongoing maintenance for the school.

The project navigated significant heritage complexity as a State Significant Development, with both colonial and Aboriginal heritage present on site. Joss managed all excavation works under close archaeological supervision in accordance with an Aboriginal Cultural Heritage Management Plan developed in consultation with Registered Aboriginal Parties. The process successfully salvaged a range of valuable artefacts, some of which are now on permanent display within the completed library building. The facility was also designed to achieve a 4-star Green Star equivalency rating, incorporating passive design, solar panels, fly-ash concrete and locally sourced sustainable materials. In recognition of the quality and complexity of the work, the project was named winner of the 2024 NSW Master Builders Riverina Murray Regions Excellence in Building Awards in the Commercial Projects $16M–$26M category.
