Joss Construction delivered a $2 million Design and Construct flood levee for North East Water, protecting the Wodonga raw water offtake facility — the City of Wodonga's sole source of drinking water — against a 1:500 year flood event.

Works included the design and construction of a concrete flood levee wall surrounding the entire facility, a new stormwater and hydraulic system with dedicated emergency pumping capacity, a flood barrier gate, galvanised access platforms, security fencing, erosion protection and reconfiguration of existing pipework. The project was delivered defect-free in a live operational environment, navigating brownfield site challenges including hydrocarbon contamination and asbestos.

A collaborative project management approach was central to delivery, with fortnightly on-site meetings and design reviews at 30%, 80% and 100% IFC stages ensuring North East Water had meaningful input throughout. When permeability testing revealed challenging soil conditions, Joss redesigned the footing system to include clay backfilling and a waterproofing membrane, saving the client approximately $250,000. The project was completed to an exceptional standard, earning praise from North East Water for both workmanship quality and the seamless integration of new infrastructure into their existing operations.
